Starting a grass roots program ideas

Hello to all, my name is Todd Strubhart. I work for the City of Belleville, IL Parks and Rec Dept. We tried offer 5th & 6th volleyball for the boys this past March and only had 10 boys sign up; we charged $40 for 6 games plus playoff. We run this in co-op with the local school district. We advertised via internet, newspaper, and 15,000 fliers went out to all students in the Belleville area (boys). We ended up having a free clinic and the High School coaches showed up. This is the first year for High School volleyball in the area, and we were hoping this would a great feeder system into the Jr. Highs My questions are this? Has anyone cracked the nut on how to market to this age group? Is anyone doing a grass roots program? Any ideas thoughts or comments would be great. Todd Strubhart 618-233-1416 ext 289 office
